The retrofitted reason?

George W. didn't want to alarm the children.

Flash forward to July, 2004.

Our military forces in Iraq find information on American public schools (floor plans, emergency evacuation plans, etc.).


Of course, no one in Iraq has graduate level credentials in the field of education.

No one in Iraq could possibly be concerned with rebuilding schools (destroyed by George W.'s shock & awe shenanigans) and therefore interested in the American school model.

Of course, "Terrorists in Iraq" want to “shake our American will” by attacking grade schools in swing states just before the presidential election!

Hm. Remember that Russian grade school hostage situation last month?

Educators warned to watch schools

Schools in Springfield and across nation are urged to stay on alert for suspicious activities.

Washington —The Education Department has advised school leaders nationwide to watch for people spying on their buildings or buses to help detect any possibility of terrorism like the deadly school siege in Russia.

The warning follows an analysis by the FBI and the Homeland Security Department of the siege that killed nearly 340 people, many of them students, in the city of Beslan last month.

"The horror of this attack may have created significant anxiety in our own country among parents, students, faculty staff and other community members," Deputy Education Secretary Eugene Hickok said in a letter to schools and education groups.

Also Thursday, two U.S. officials said federal law enforcement authorities notified six school districts in five states last month that a CD found by the U.S. military in Iraq contained crisis-planning information about their schools.

The downloaded information found in Iraq in July — all publicly available on the Internet — included an Education Department report guiding schools on how to prepare and respond to a crisis, one official said, speaking on condition of anonymity.

The official said FBI special agents in charge in the areas mentioned in the downloaded material — Georgia, Florida, Michigan, New Jersey and two districts in California —went to those school districts about three weeks ago to inform education officials there.

In particular, schools were told to watch for activities that may be legitimate on their own — but may suggest a heightened terrorist threat if many of them occur.

Among those activities:
• Interest in obtaining site plans for schools, bus routes and attendance lists;

• Prolonged "static surveillance" by people disguised as panhandlers, shoe shiners, newspaper or flower vendors or street sweepers not previously seen in the area;

• Watching security drills;

• People staring at or quickly looking away from employees or vehicles as they enter or leave parking areas;

• Foot surveillance of campuses involving individuals working together.

Rod Paige seems to be MISSING IN ACTION.

US Officials knew in July that someone in Iraq had downloaded this public information posted on the internet by the schools, themselves; yet, no one thought of warning American school officials until 2 (TWO) days ago?

MOSCOW, Russia (CNN) -- A tense standoff between Russian authorities and attackers who seized at least 100 hostages -- possibly as many as 400 -- at a school in southern Russia continued Thursday with little progress reported.

Four people were killed in the initial attack.

Hundreds of armed troops have surrounded the school in the town of Beslan, near the troubled Russian republic of Chechnya where rebels and Russian forces have battled each other for a decade.

Negotiators were reportedly in touch with the hostage-takers but have yet to reach a deal on getting food and water to those inside, who include children, parents and teachers.

The attackers, armed with guns and suicide-bomb belts, seized the school in dramatic fashion on Wednesday, the first day of the Russian school year. LINK

The Russian school attack took place on the first day of school, but Rod sat on possible terrorist attack info until October?

Suddenly, as George W. Lemonade's life starts to sour, our government decides to scare the shit out of parents and children?

Whatever happened to not wanting to alarm the children?

Which of the two photos in this post is most likely to frighten families with small children into supporting a bomb first, rationalize later candidate in a supposedly close presidential election?

Disclaimer: As for that warning about foot surveillance of campuses involving individuals working together...

If that includes Mormons and Jehovah's Witnesses, I have no problem with that particular warning.
